Restorer of a house damaged by Russians in Serhiivka was charged 21 million

The Service for Infrastructure Restoration and Development in Odesa Oblast has concluded an agreement with DISK-Pivden Limited Liability Company to pay UAH 21 million 181 thousand without using the electronic system.
According to the Prozorro e-procurement system, the contract is for additional work on the overhaul of a nine-story residential building at 23 Chornomorskaya Street, Serhiivka, Bilhorod-Dnistrovskyi district, Odesa region, damaged by a missile strike on July 1, 2022.
In December 2024, the Infrastructure Restoration and Development Service in Odesa Oblast selected DISK-Pivden, a private company that had previously been involved in the restoration of the nine-story building in Serhiivka damaged by the Russians, as the contractor to carry out additional work on the building.
The procurement was conducted in the format of an open tender with special conditions, and DISK-Pivden was the only participant. The company expects to receive UAH 45 million 949.2 thousand for the additional repair work.
The nine-story building in Serhiivka, Odesa Oblast, was destroyed on July 1, 2022. Then the Russians fired three X-22 missiles at the village - one of them hit the basement of the house. The explosion completely destroyed the first entrance, while the other two were severely damaged. 105 out of 106 apartments in the nine-story building were destroyed. Restoration of the building began on December 1, 2023.
In December 2023, the Infrastructure Restoration and Development Service in Odesa Oblast found a contractor to carry out major repairs to a multi-storey building in Serhiivka, Odesa Oblast, that was damaged by a Russian missile attack in June 2022.
The tender was announced on November 7. The expected value of the procurement was UAH 75 million 55 thousand. The tender was won by DISK-Pivden, which offered UAH 73 million 550 thousand for its services.
According to the results of the tender, the Infrastructure Restoration and Development Service in Odesa Oblast entered into an agreement with DISK-Pivden. The company was to carry out major repairs to a multi-storey building in Serhiivka by December 31, 2024.
According to the YouControl service, the company was registered in 2009. Its owner is Lyudmyla Kiosia from Odesa.
It should be noted that the State Audit Service of Ukraine published its own rating of the ten most expensive procurements for the restoration of civilian facilities affected by the aggression of the Russian Federation announced in late November, which was headed by two tenders from Odesa region.
