Odesa authorities' favorite to build coastal protection in Arcadia for 160 million

Rostdorstroy, a company owned by Yuriy Schumacher, a member of the Odesa City Council from the Trust the Deeds party, will be engaged in coastal protection in Arcadia. The contract is worth almost 170 million hryvnias, and it was awarded to the company without tender competition.

This was reported by the Center for Public Investigations.

Rostdorstroy LLC is part of the Rost business group and is registered in Odesa. Since 2016, the company has been headed by Oleksiy Andriushyn, and the ultimate beneficiaries are Yevhen Konovalov and Yuriy Schumacher. The company has long held almost all major road contracts in Odesa and also operates in other regions, such as Mykolaiv.

The public procurement website Prozorro indicates that only one company applied for the tender announced by the Capital Construction Department of the Odesa City Council, and it won. Rostdorstroy's offer amounted to UAH 166.9 million, so it actually received the order without a fight.

It is about coastal protection works in Arcadia. First, the contractor has to dismantle old, dilapidated reinforced concrete structures both onshore and underwater. Next, underwater earthworks are planned, after which new concrete and reinforced concrete elements will be installed. It also includes the construction and repair of a breakwater wall, as well as the improvement of the boom and traverse No. 2.

At the next stage, the company will build the embankment and retaining walls, completing the full range of coastal protection works. This should be done by the end of 2026.

Oleksiy Potapsky, head of the Planning, Budget and Finance Committee of the Odesa City Council, told the Center for Public Investigations that only 10 million UAH are available for coastal protection in Odesa's Arcadia, which was estimated at 167 million. The city authorities plan to seek the rest of the funds through competitions for co-financing.

"We have allocated 10 million so that the city can continue to participate in the competition and seek co-financing, because the budget does not have the entire amount," Potapsky explained.

Recently, Intent wrote that the tender for the overhaul of the coastal protection near Arcadia Beach was suspended due to a complaint.
